It may seem that there is no need to review such a well-known book. This is the second edition of Peter Singer's text, Practical Ethics. The first edition has been widely used and influential; indeed for many it defines the field of applied ethics. The field is lucky; rarely is such popular work so carefully argued, so factually well informed and so well written. In addition, it is unusual for the author of a basic text to be so daring. Peter (...) Singer deserves credit for placing the interests of animals and famine victims on the agenda of applied ethics, and for making that agenda so prominent in public fora. But it behooves us to scrutinize carefully the power of definitive works as well. What sets the agenda is, for that very reason, more difficult to assess critically. (shrink)

1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Traditional forms of farming, herding, and fishing are remarkably adapted to African conditions but these traditional approaches are being overtaken by modern pressures, particularly population growth. According to a report published by the Office of Technology Assessment (OTA), a nonpartisan analytical support agency of the U. S. Congress, one promising way to help African farmers and herders would be for development assistance organizations to focus more attention on the various forms of low-resource agriculture that predominate in Africa.In keeping with OTA's (...) mission and primary audience, “Enhancing Agriculture in Africa: A Role for U. S. Development Assistance” (1988) is a policy-oriented synthesis of available technical information. The report provides Congress with a range of options that, if pursued, could help Africans enhance agriculture, increase their food security, and improve their lives.This paper is drawn from the larger OTA report, and it focuses on the role technology might play in enhancing low-resource agriculture. Readers should see the full assessment (OTA, 1988) for more information on policy considerations; the specific technologies mentioned; or a complete list of advisory panel members, workshops and participants, and commissioned papers.OTA's report comes at a critical time: for a variety of reasons—ranging from changing values to increased budget constraints—U. S. foreign assistance policy is undergoing a fundamental reevaluation. The past 50 years have seen an accumulation of evidence suggesting that associative learning depends on high-level cognitive processes that give rise to propositional knowledge. Yet, many learning theorists maintain a belief in a learning mechanism in which links between mental representations are formed automatically. We characterize and highlight the differences between the propositional and link approaches, and review the relevant empirical evidence. We conclude that learning is the consequence of propositional reasoning processes that cooperate with the unconscious processes involved (...) in memory retrieval and perception. We argue that this new conceptual framework allows many of the important recent advances in associative learning research to be retained, but recast in a model that provides a firmer foundation for both immediate application and future research. In this essay I present an overview of the problem of climate change, with attention to issues of interest to feminists, such as the differential responsibilities of nations and the disproportionate “vulnerabilities” of females, people of color, and the economically disadvantaged in relation to climate change. I agree with others that justice requires governments, corporations, and individuals to take full responsibility for histories of pollution, and for present and future greenhouse gas emissions. Nonetheless I worry that an overemphasis on household (...) and personal-sphere fossil fuel emissions distracts from attention to higher-level corporate and governmental responsibilities for addressing the problem of climate change. I argue that more attention should be placed on the higher-level responsibilities of corporations and governments, and I discuss how individuals might more effectively take responsibility for addressing global climate change, especially when corporations and governments refuse to do so. As Karen Warren's book Ecofeminist Philosophy (2000) illustrates, a key insight of ecological feminism is captured by the (...) phrase "it's all connected." In more precise terms, ecofeminism stresses the depth to which human realities are embedded in ecological realities, and the fact that we are all composed of physical and conceptual connections and relationships. Ecofeminists also make strong normative claims about those connections, and they find present ecological and social relationships to be far more morally troubling than "we" modern thinkers tend to acknowledge.Karen Warren's work has been incredibly influential in the development of ecofeminism, especially as a philosophical perspective. While psychopathy research has been growing for decades, a relatively new area of research is corporate psychopathy. Corporate psychopaths are simply psychopaths working in organizational settings. They may be attracted to the financial, power, and status gains available in senior positions and can cause considerable damage within these roles from a manipulative interpersonal style to large-scale fraud. Based upon prior studies, we analyze psychopathy research pertaining to 23 moral emotions classified according to functional quality and target. Based upon our review, (...) we suggest that psychopaths are high in moral emotions associated with other-directed negative signals, low in self-directed negative signals, and low in other-directed positive signals. We found no empirical articles related to self-directed positive signals. This understanding of the specific moral emotion deficits of corporate psychopaths provides greater theoretical understanding and practical implications of knowing which individuals not to promote, though more research is needed on moral emotions that are faked for manipulative reasons. The Trompenaars database (1993) updated with Hampden-Turner (1998) has been assembled to help managers structure their cross cultural experiences in order to develop their competence for doing business and managing across the world. The database comprises more than 50,000 cases from over 100 countries and is one of the world's richest sources of social constructs. Woolliams and Trompenaars (1998) review the analysis undertaken by the authors in the last five years to develop the methodological approach underpinning the work. Recently Trompenaars (...) with Hampden-Turner (Trompenaars and Woolliams, 1999) have extended the concepts into a new model on dilemma reconciliation of cultural differences. This paper reviews these latest updates in relation to dilemmas of cross-cultural business ethics. The paper asserts that knowledge in relation to business ethics is culturally specific; and that ethnocentrism is not easy to avoid. Too great an emphasis on rational-analytic conceptions of reality may mean that syntheses, emotion, and intuition, are not adequately developed. This presents implications for doing business and managing across cultures and for resolving ethical dilemmas. (shrink)

Traditional debates, such as those regarding whether the universe is finite in spatial or temporal extent, exemplified, according to Kant, the inherent tendency of pure reason to lead us astray. Although various aspects of Kant’s arguments fail to find a footing in modern cosmology, Kant’s objections to the search for a complete objective description of the cosmos are related to three intertwined issues that are still of central importance: the applicability of universal laws, the status of distinctively cosmological laws, and (...) the explanatory sufficiency of laws. We will advocate a broadly Kantian position on these three issues as part of a critical response to a prevalent strain of Leibnizian rationalism in contemporary cosmology. (shrink)

We investigate the question “To what extent can random reals be used as a tool to establish number theoretic facts?” Let $\text{2-\textit{RAN\/}}$ be the principle that for every real $X$ there is a real $R$ which is 2-random relative to $X$. In Section 2, we observe that the arguments of Csima and Mileti [3] can be implemented in the base theory $\text{\textit{RCA}}_0$ and so $\text{\textit{RCA}}_0+\text{2-\textit{RAN\/}}$ implies the Rainbow Ramsey Theorem. In Section 3, we show that the Rainbow Ramsey Theorem is (...) not conservative over $\text{\textit{RCA}}_0$ for arithmetic sentences. Thus, from the Csima—Mileti fact that the existence of random reals has infinitary-combinatorial consequences we can conclude that $\text{2-\textit{RAN\/}}$ has non-trivial arithmetic consequences. In Section 4, we show that $\text{2-\textit{RAN\/}}$ is conservative over $\text{\textit{RCA}}_0+\text{\textit{B\/}$\,\Sigma$}_2$ for $\Pi^1_1$-sentences. In 2004 Csima, Hirschfeldt, Knight, and Soare [1] showed that a set A ≤T 0' is nonlow₂ if and only if A is prime bounding, i.e., for every complete atomic decidable theory T, there is a prime model M computable in A. The authors presented nine seemingly unrelated predicates of a set A, and showed that they are equivalent $\Delta _{2}^{0}$ sets. Some of these predicates, such as prime bounding, and others involving equivalence structures and abelian p-groups come from model (...) theory, while others involving meeting dense sets in trees and escaping a given function come from pure computability theory. As predicates of A, the original nine properties are equivalent for $\Delta _{2}^{0}$ sets; however, they are not equivalent in general. This articale examines the (degree-theoretic) relationship between the nine properties. We show that the nine properties fall into three classes, each of which consists of several equivalent properties. We also investigate the relationship between the three classes, by determining whether or not any of the predicates in one class implies a predicate in another class. (shrink)

A. J. Ayer was one of the foremost analytical philosophers of the twentieth century, and was known as a brilliant and engaging speaker. In essays based on his influential Dewey Lectures, Ayer addresses some of the most critical and controversial questions in epistemology and the philosophy of science, examining the nature of inductive reasoning and grappling with the issues that most concerned him as a philosopher. This edition contains revised and expanded versions of the lectures and two additional essays. Ayer (...) begins by considering Hume's formulation of the problem of induction and then explores the inferences on which we base our beliefs in factual matters. In other essays, he defines the three kinds of probability that inform inductive reasoning and examines the various criteria for verifiability and falsifiability. In his extensive introduction, Graham Macdonald discusses the arguments in _Probability and Evidence_, how they relate to Ayer's other works, and their influence in contemporary philosophy. This paper tackles the issue of the diversity of déjà experiences. According to the standard view in the neuropsychological literature, they should all be defined by means of a psychological criterion, by which they are experiences triggered by a perceived item and consist of a conscious clash between a first-order feeling of familiarity about the item and a second-order evaluation that assesses the first-order feeling as erroneous. This paper dismisses the standard view and contends there are two types of déjà (...) experiences, labeled déjà vu and déjà vécu respectively. But it also takes issue with the rare proponents of a distinct déjà vécu type. Contrary to their achievement view, it argues that recollection is not involved in déjà vécu experiences as an actual mental state or a component thereof. In our ability view, déjà vécu involves the feeling that one could recollect past occurrences of a currently lived episode of experience. (shrink)

In this response, we provide further clarification of the propositional approach to human associative learning. We explain why the empirical evidence favors the propositional approach over a dual-system approach and how the propositional approach is compatible with evolution and neuroscience. Finally, we point out aspects of the propositional approach that need further development and challenge proponents of dual-system models to specify the systems more clearly so that these models can be tested.

Although my position is in basic agreement with the notion that war and militarism are feminist issues, I argue that approaches to the ethics of war and peace which do not consider "peacetime" military violence are inadequate for feminist and environmentalist concerns. Because much of the military violence done to women and ecosystems happens outside the boundaries of declared wars, feminist and environmental philosophers ought to emphasize the significance of everyday military violence.

Feminists of a philosophical sort, lovers of women and wisdom, political critics and witnesses! What unusual and important opportunities we face as we bring the lessons of the last few years to bear on complex theorizing, multi-issue praxis, and the work of twenty-first century democracy. We've been on the streets, in th classroom, and on the Internet, opposing war and occupation, protesting police brutality, demanding global peace and justice. We've helped organize teach-ins and lectures, meetings and potlucks, concerts and art (...) exhibitions. From the Revolutionary Association of the Women of Afghanistan to New Yorkers Say No to War, from Women in Black to Code Pink, feminists were some of the first vocal opponents of the Bush rush to war. In February 2003 we helped create the greatest global protest for peace in human history, proclaiming "The World Says No to War" under banners of the swirling blue earth, cracking open the hegemony of you're-either-with-us-or-you're-with-the-terrorists, and activating a phenomenal range of new coalitions. Cheshire Calhoun argues that thinking of lesbians as a subcategory of women provides an insufficient basis for considering key differences between lesbians and straight women, and that these politically significant differences are therefore erased by theories and politics that take the subject of feminism to be women. Here I look closely and critically at Calhoun's own account of lesbian differences, and argue that sexual desire, while complicated, ought to remain central in any such account.

The search for an ethic that is joyful and life-loving, yet politically and scientifically realistic, is at the root of Cuomo's recent philosophy.

This study analyzes the domestic political, economic, and social conditions in the Western Balkans that provide fertile ground for hostile and maligned actors to manipulate and exploit governments and societies with hybrid war measures, namely cyberattacks and cyber intrusions and disinformation and fake news. It begins with a review and assessment of the prevailing empirical and theoretical literature on hybrid warfare. It then describes two leading empirical indices that measure degrees of permeability and structural vulnerability that elevate or reduce the (...) risks associated with maligned and hostile interventions. The article also examines leading indicators measuring resilience levels in cybersecurity and media/information literacy, highlighting political, social, and economic vulnerabilities. It concludes by suggesting that domestic conditions in the region encourage maligned and hostile actors, especially Russia and for different reasons and to a lesser extent China and Turkey, to use hybrid measures to exploit the region. The article proposes that in addition to strengthening institutions and trust, membership in NATO and the E.U. are directly related to mitigating structural vulnerability and reducing uncertainty and insecurity in the Western Balkans. This paper discusses certain parallels between the work of Jean Gebser, the European philosopher and student of consciousness, and A Course in Miracles , a contemporary spiritual system. More specifically, it 1) establishes parallels between Gebser’s conception of the ego, especially its basis in anger, and the ego according to ACIM, and 2) shows how a forgiveness exercise may lead to a time-free present, called in ACIM, “The Holy Instant.”.

The present paper presents a philosophical analysis of earth science, a discipline that has received relatively little attention from philosophers of science. We focus on the question of whether earth science can be reduced to allegedly more fundamental sciences, such as chemistry or physics. In order to answer this question, we investigate the aims and methods of earth science, the laws and theories used by earth scientists, and the nature of earth-scientific explanation. Our analysis leads to the tentative conclusion that (...) there are emergent phenomena in earth science but that these may be reducible to physics. However, earth science does not have irreducible laws, and the theories of earth science are typically hypotheses about unobservable (past) events or generalised - but not universally valid - descriptions of contingent processes. Unlike more fundamental sciences, earth science is characterised by explanatory pluralism: earth scientists employ various forms of narrative explanations in combination with causal explanations. The main reason is that earth-scientific explanations are typically hampered by local underdetermination by the data to such an extent that complete causal explanations are impossible in practice, if not in principle. In two studies, we explored the frequency and phenomenology of musical imagery. Study 1 used retrospective reports of musical imagery to assess the contribution of individual differences to imagery characteristics. Study 2 used an experience sampling design to assess the phenomenology of musical imagery over the course of one week in a sample of musicians and non-musicians. Both studies found episodes of musical imagery to be common and positive: people rarely wanted such experiences to end and often heard music that (...) was personally meaningful. Several variables predicted musical imagery, including personality, musical preferences, and positive mood. Musicians tended to hear musical imagery more often, but they reported less frequent episodes of deliberately-generated imagery. Taken together, the present research provides new insights into individual differences in musical imagery, and it supports the emerging view that such experiences are common, positive, and more voluntary than previously recognized.
